The DOJ does not have the authority to investigate (much less prosecute) non-criminal, i.e. legal conduct. Because the DOJ does not have this authority in cannot delegate an authority it does not have to a special counsel\/prosecutor. This is a self-evident, long established, legal axiom.<\/p>\n<p>\u201cCollusion\u201d is not a crime. Nor is \u201cmeddling\u201d (whatever that is) in a campaign a crime.<\/p>\n<p>Why then did DOJ\u2019s Rosenstein delegate an authority he does not have to investigate something that is not a crime?
